The Sandman sits inside his windmill home, surrounded by the telescopes, charts and maps he uses to determine the placement of a new star (which he creates each time a child is born). These stars - and special numbered navigating stars - are like street signs for the Sandman. The stars are landmarks and guideposts for his travels through the sky. - DM
